So right now the CLI is working very well (both this test version and the previous under 4.0.0) with the exception that upgrade -all fails completely. Now that firespitter is sorted and Roverdude has updated his stuff, it's all working just fine. USI mods were convenient to test against because they are adequately large downloads, have dependencies, and were updated for 1.0, but ckan was reporting that KolonyTools were a package, which are actually embedded in UKS, and then the problems with the firespitter plugin were involved, and on and on. I never installed 0.3.1, but that block is still filled in, and I've yet to successfully install 0.4.1 because the CLI refused. It looks like the install block fills in only for installed mods, but there's no information relevant to the local installation stored in there. Not quite as sure what's going on there in registry.
